Horn has stopped working. The relay and fuse inside the cab under steering wheel are working. Fuse #14 position (Horn) location in the power distribution box under the hood is blown. When replaced it immediately blows when a new one is put in.
What makes this problem better or worse?

Remove horn relay - then install another fuse .. Does fuse still fail?
Unplug the horn relay at the central junction box, lower left dash(it may be integrated in the junction box, if so , unplug connector C242A). If the fuse still blows, test pin 11 yellow/blue wire - Ohm it to ground - if near 0 Ohms, you have a short in that wire going back to the fuse. If the fuse doesn't blow, unplug connector C242B at the junction box & unplug the connector at the horns. perform the same Ohm test on the yellow/light green horn wire. If near 0, the short is in that wire. If the Ohm readings are all at max, plug everything back in except the horns. If the fuse blows, your short is likely in the relay (it may even have a burnt smell). If the fuse doesn't blow, the short is likely at the wire feeding the horns or the horns.
Thanks for responding. I am pretty sure that it is in fact the horns. I will know more in a week after I pick up a new set of OEM horns. Thanks to both of you in answering my questions
Once relay under dash pulled, I was able to insert 15a fuse in power distribution box without blowing. I then installed relay fuse 14 still okay. Then immediately upon pressing the horn pad on steering wheel fuse #14 blew. Not sure what to do
Unhook horns and try test again - possibly a shorted horn or horns .. Also possible shorted wiring going out to the horns .. Horns are located on front drivers side - behind front of inner fender. Also possible shorted wiring going out to the horns - HOWEVER - ‘IF’ fuse stays intact with horns unhooked - shorted horn is the most likely suspect. Good luck!
Sorry it has been awhile but wanted to get back to you. I think I have it narrowed down to shorted horns. I will know more this week after I pick up a new set of factory OEM horns.

Problem FIXED! It was the horns that were shorted! Replaced horns and walla we have a horn again! Thank you so much for your responses to my questions. I am grateful for this forum as I have to do pretty much all things myself in all realms due to lack of funds :). I have learned a lot !
