My power steering stopped working

I was told to take to dealership. There was a recall but I may have to haggle with Ford over it. Otherwise it may cost up to 2000. to fix it. I haven't even put 5000 miles on it and this started going out about a month after I got it in June. If Ford won't honor a recall then the people who sold it will either pay for it or take the car back! And return my money. We shall see.
