Filler neck flap came off, stuck in neck.

The last few weeks I haven't been able to fill my fuel tank up without it constantly shutting off the pump. Today I noticed that the flap is missing from the filler neck. I'm guessing that it is stuck not far in since it keeps acting like it's full and shutting the pump off. Need advice for getting it out so I don't have to spend 15 minutes slowly putting gas in my car. My husband suggested a magnetic pick up tool but obviously that won't work if it's aluminum and we weren't sure what the flap is made of.
