What would cause one to over charge? Changed battery and anteranater. Anteranater 3 times

When you give it gas the battery pegs out to 17. Not giving it gas it's at about 14. The gauges also goes crazy when giving it gas.

What makes this problem better or worse?

When setting and not giving it gas battery checks fine give it gas and gauges and battery pegs out.
