The wiper park function is accomplished by the motor running backwards, while that is occurring a piece of the wiper linkage disengages and "slips" that causes the wipers to move down on the glass. (The opposite occurs when you first turn the wipers on, that spade shaped component "slips" for the first half turn of the motor's driveshaft as the wipers rise to the normal down position. The reported symptom is the wipers appear to work normally in all phases except when they are turned off. You will see them go to the bottom of the glass, pause for a moment and then go to the top of their travel and stop. You will need to replace the motor in most cases as that spade shaped arm that the wiper linkage connects to isn't usually serviced separately.
