when I turn the key to start there is nothing. no buzzers lights nothing.

headlights work, no horn, not able to check battery. I put a charger on it and nothing, I disconnected the battery cables from battery and it took a small charge. tried jumping it from another vehicle and wouldn't do anything. Could it be the starter?

Yes , it could be the starter , but I wouldn't waste money on one without TESTING ! Did horn work prior to problem? I would start with TESTING ALL fuses under-hood and get a voltmeter and trace power supply from battery and see where it stops.
