wheels locked up. dont think it was brakes. someone told me could be wheel bearing but my uncle told me this does not have a wheel bearing. Solution?

Yes, but only for a short time. you can do it several times if necessary. Just let it cool down completely before each attempt. DO NOT LET THE VEHICLE RUN LONGER THAN A COUPLE OF MINUTES! There is no belt which means no water pump to pump coolant. Thus the whole letting it cool down in between starts.
When you say your wheel do you mean your steering wheel or a wheel on the car? All car's have some sort of wheel bearing. Some are sealed into a hub assembly but there needs to be some sort of bearing for the wheel to turn. As for the external drive belt and driving onto a trailer. That belt operates the power steering pump, alternator, A/C, and water pump. It can be done if done quickly. The power steering won't work and the coolant won't flow so you put the vehicle at risk of overheating.
the wheel on the vehicle locked up. we took tire off couldnt budge it. then messed with brake pads a little and when we started it, the wheels turned again. for 3 or 4 days before the wheel locked up it was making a loud popping noise on drivers side then it started grinding and finally while driving the wheel just locked tight and i couldnt steer or use brakes. we were going to scrap it but it only has 110,000 miles on it. do you think it is something that could be fixed inexpensively?
