IT ONLY DOES THIS WHEN YOU TURN IT OFF AND DONT WAIT TO ATLEAST AN HOUR OR SO YOU HAVE TO PUSH THE GAS AND MAKE IT IDLE AT 1 ON THE RPM GAUGE AND SLOWLY LET OFF THE GAS

Fuel filter

The fuel filter on the 99 ram 5.9l is in the tank with the pump. Apparently it should last as long as the pump.

I think you talking about the restrainer fuel filter? Are you sure it's located inside???

Try cleaning the throttle body.. Have it scanned for codes and live data check! That should reveal the problem..which is too much fuel..that's why you got to press on gas pedal to restart warm engine..let it clear flood then it will idle!
