I filled the radiator up with coolant and it cools down,andit overheats..help.

you filled the radiator up with coolant,was it empty? it cools down and it overheats? it overheats after you drive it? why was it empty to start with? it cools down while you are moving at highway speeds? runs hot at stop lights or stop and go traffic?
