i have a manual transmission...I usually shift gears between 3000-3500RPM's,But here lately after the car is at half-way car temp the govenor or "something" kicks in at 2200 RPM'S

That's a 'possibility' .. Check engine light should be on! .. Didn't see that posted though.. You could have just used the vehicles self test to read the code!.. Good luck with it!
