I have been told several different locations for this modal car. This is a 1999 Dodge Neon Sport. 2L. Someone has put a toggle switch to start the car. Will this effect the Horn operating properly?

The horn is NOT your problem!!!... Possible aftermarket alarm, clock spring issue OR horn button itself!!! Relay has got to engage before horn!.. It's most likely not DIY....
Thank you for the good information. I do believe it has an after market alarm which is now disconnected. I can tell you it is very effective when connected but due to door problems I can not reconnect it. Do I need to take it to a mechanic or is there someone who specializes in these kind of problems?
If you have a car savvy buddy the alarm can be removed completely OR a good mechanic will be be able to do it... That sort of problem is all those alarms are good for!!!... A thief can get the stuff that's in the vehicle or steal the vehicle and be gone before anyone even hears that alarm!
LOL the car was only 500 dollars. If they want it they need it more than I do. I just want a horn for a safer drive. Thank You for your help. I will try to find someone to help.
