Passenger front wiper not working

What is your question?

Was working then stopped at top of stroke, was able to move to resting/bottom position by hand. Drivers side wiper works fine. I can see the flat short arm at bottom of wiper connection turning within its shaft connection point, but the longer flat arm is not.

What makes this problem better or worse?
