E-brake release

What is your question?

So here's my problem... i parked on a hill, engaged the E-brake, and on the return trip... forgot to disengage the brake. Now the brake is fused, and im looking for the easiest, cost efficient way to release the tension on the cable. as of late, i've been rather tight on cash so the whole "do it yourself" routine has been my thing. is this possible?
