it is possible to get the bench seat to slide back more or make the upper tilt

I have a customer that's 6 ft 10 ins tall that drives a 2000 Dakota. I dont 'think' his seat has been altered! Make sure it's going back all the way, may be something blocking the adjustment tracks.... or rear of seat.... Possibily difference in the year models also!.... He might be driving with knees in the dash too.... dont know. Never had him ask that question though!
