All monitors are complete so how can I clear the check engine light?

My 1998 Dodge Caravan, 3.3 liter engine, Service Engine Soon light won’t turn off. I drove my van around and have completed resetting all my monitors after having a new air filter, battery and alternator installed so they are now okay.
My service engine soon light is still on and I can’t pass California’s smog test until it’s turned off. I have been cold starting and driving around town and then a longer distance at higher speed a few times but so far it’s still not cleared it.
I need instructions on exactly how to do a drive cycle or other information on how to turn my Service Engine Soon light off.
I really need your help.
