When taking off, in forward or reverse, an then lifting off of gas pedal vehicle comes to a quick stop not a slight rolling stop. Vehicle will not roll down a slight incline when in neutral and brakes not applied. I jacked up all four wheels and checked for a dragging brake, but there was none. My background: 22 years heavy duty mechanic. Vehicle has 130,000 km on it and is in pristine condition, could be in a collector car show.
What makes this problem better or worse?
If driving a few blocks the symtom seems to quit

While this condition IS present - TEMPORARILY remove vacuum hose from brake booster - is problem gone? I’m only making this suggestion based on the fact you have automobile repair knowledge and you should realize this will compromise the stopping ability of the service brakes - this is only to be used for testing purposes - do not drive the vehicle with vacuum hose disconnected! This is testing for a booster malfunction that is not allowing complete vacuum diaphragm return. Good luck!
Additionally - with vehicle hoisted - having a helper apply service brakes then quickly testing for dragging brake may help - do this for each wheel. Then test for dragging rear PARKING BRAKE same way - some people regularly apply parking brake when vehicle is parked - not a bad idea but this should be considered. To eliminate any transmission / transaxle issues - shift to neutral to see if that frees up rolling vehicle. Keep in mind we have no idea what has or has not been done here - online auto repair advice is basically a best guess.
