If the return heater hose is hot normally that means coolant is flowing through the heater core and is not transferring heat to the air from the blower motor. It is best to use a laser temperature gun and know the exact temperature of the heater core inlet and outlet temperatures. If the outlet hose is close to the same temperature as the inlet you could have a heater temperature blend door or door control problem, if your vehicle has a cabin air filter installed it may be dirty and restricting air flow or you could have a problem with the blower motor.
