If youve disconnected shifter cable from transmission and cant get transmission to shift manually,is there another interlock inside transmission

Bought car like this online auction thought was shifter interlock s but just bypassed shifter and unhooked cable on transmission still cant get out of park.help please

IF vehicle is parked on incline it will be difficult to shift from park regardless. In any event > Set parking brake AND chock wheels BEFORE attempting to shift transmission from park by manually manipulating linkage ! Shifter lock locks the shift lever - not the transmission linkage.
