my horn blowing won"t stop i took fuse it stop.

i brought another fuse put in in horn start blowing again wouldn"t stop until i took the fuse out.had went to a mechancial he took the top off the sterring where the air bag he said i need the the whole case that the air bag is in .i didn"t let him do it could u tell me the promblem and what would it cost. thank u sunshine.
