What is your question?
Sherp squealing only when actively turning the wheel. No squeal when the wheel is at rest. Jerky movements when turning. The belt is brand new.
What makes this problem better or worse?
The problem is worse first 30 minutes of running.
How long has your 2004 Chrysler Sebring had this problem?

Weak belt TENSIONER = inadequate belt tension = squeal under load (turning steering wheel) .. Of course this is a best ‘online’ guess - *hands-on* evaluation will be required for conformation.
Some engines have TWO BELTS - power steering belt is separate - that needs to be investigated ... In any event - inadequate belt ‘tension’ is strongly suspected. Good luck!
