Hello, Check the fuses inside the car first. If the turn signals and wipers are on the same lever, I almost assume the switch is bad, but you are right to check fuses and relays first. Look at the end of the cover, there is an end with only one plastic tab. Pull out on the bottom of that tab, and lift the cover. It is not the best idea to remove fuses to test them, it is best to use a test light. Auto parts stores have them all over for a couple dollars, and using them is MUCH easier than pulling and reinstalling 50 fuses.
