Transmission dose not get overdrive/high gear. Speedometer low false speed.

My car does not shift onto high gear while meter shows I am traveling only 30 mph. But I am going 55+ mph.3000 rpm Was told by transmission that until false reading issue is resolved, the trany will continue to not know it should shift. I stuck in two new speed sensors. The speed sensor incoming and out going sensor. Still not working.
