I parked my car on a decline and now when I try to start it sputter and shut off

It has a half tank of gas. I moved it to level ground. It acts as though its flooded. Like while on the hill facing down, the gas never cirrculated from the engine back from where it came.

Hold gas pedal to floor and try it... If it starts, let off pedal.!
