I had an engine put in my 1989 lebaron. It still surges and I'm out of options

The car was made in California, but the guy put in a non-California engine. I put new spark plugs, hoses, filters, and everything else I could touch on it. It surges on acceleration, only going up to 20rpm

Back-step a little , WHY was the engine replaced? Catastrophic failure of the previous engine? Only going up to '20rpm' do you mean 20 MPH or 2000 RPM?? Good info is really a plus!
Do you have a vacuum gauge?are you doing the work yourself?I can suggest a few things to check, the vacuum gauge will give you LOTS of useful info. Check out "gregs engine and machine" technical article on using and reading a vacuum gauge, great stuff!!
Yes, I have a vacuum gauge and am doing a lot of the work with my dad helping me out. I can't recall if we've used it when putting all the new hoses and plugs in.
Sorry, I meant 2000 rpm. Also, my sister ran the thing into the ground and pretty much destroyed the last one a couple years ago
