I had the same problem. The instrument cluster is bad. Will blow a 5 amp fuse which causes you to lose everything. Also the total mileage will stop working as well as the trip odometer will also stop. The problem will be two small motors on the instrument cluster board. Do not try to get one from a junk yard as I tried three other panels and had the same problem. I finally bit the bullet and had the instrument cluster circuit board rebuilt and no more problems. To rebuild the cluster board was $150.00. I wish I had reached that decision much earlier as I would have saved my labor to remove and replace the instrument cluster three times. Of course I got my money back on the three clusters from the junk yard but my labor is just lost. Of course I got very good at removing and replacing the insrrument cluster on a 1995 Chrysler Concord.
Your Insturment Cluster circuit board or your Body Control Module has a wiring issue or has failed. It is more common for the Instrument Cluster to fail than the BCM. By the way, was you vehicle in an accident or subject to recent floods? If so, wiring connectors should be closly exanined for corrosion and dirt contamination.
