When fueling, must hold pump upside-down, and stalls at a 1/4 tank. Why?

When fueling, the pump clicks and won't fill unless the pump is almost completely upside-down. And, before the tank even hits 1/4 tank, it will stall out, or stutter like it's out of gas. Please help.
