I want to buy a 2003 tracker but the photos show the driver seat is pretty torn up where the seat belt has worn through the cushion . Can the front seats be swapped?

Usually that doesn't work out - location seat belts / latches plus seat mounting bolt patterns are likely different .. Floor board 'contour' from one side to the other should also be considered..
