I lost the little tool to get lug locks off my Tahoe tires. How do I replace it.

lug locks are an option and dealers do sell em they save money on insurance in some states and unwanted theft but u are gonna have your local mechanic remove locks off wheels or u can pound a socket on em and crank em off you will need a new set of locks or if you want you can replace em with regular nuts

Yes, your local tire guy can get them off. Just use the same chrome acorn lug nuts that are on the vehicle to replace lock nuts.
