My truck is getting worse than normal gas mileage, black smoke comes out of the exhaust and when I am at a stop light it rattles. I have had someone look at it, and they have changed the spark plugs and the Catalytic converters. But I still have this problem....any ideas??
How long has your 1999 Chevrolet Tahoe had this problem?

Black smoke is a very rich exhaust condition - (too much fuel) - there’s multiple possibilities that will require *hands-on* diagnostic testing to discover the actual culprit.. A professional - comprehensive scan test is the first step along with fuel pressure testing.
“Ideas“ as to what the actual failure is are not going to be beneficial here - TESTING is the key to any successful repair. Good luck!
