Brake lights are constantly on whether pedal is compressed or not. I replaced the brake light switch and problem still occurs. When the switch is not in position on the master cylinder rod lights are off. I know it's not a fuse or the switch. What other possible things could it be?

Brake lights staying on may be as simple as a failed or shorted brake light switch. There are possibilities of wiring issues or body control module that may be causing it as well. Contact us at Rick's Automotive for an appointment to test the system. 417-887-2225
If they aren't on when the brake switch isn't in place but still plugged in it has to be a problem with the placement of the switch. Make sure nothings bent or there isn't an adjustment.
