Why don't my A/C work.

before i tried anything i checked with gauges that the system was charged. then i tried to jump compressor with 12v wire. and nothing. I then jumped compressor clutch and it did not engage. at that point I replaced the A/C compressor, dryer and orifice tube. Started to add new freon and A/C still wont engage. i disconnected the sensors jumped low side and still nothing.. Please any help would be appreciated
