I have a brake light and an abs light that come on together. Why?

It is periodic and sometimes if I shut off the motor, and restart it the light goes off. I've been told that it is an indicator that the master cylinder is low on fluid, but it is not low. If that is true, is there anyway to disable the faulty sensor that is causing this to happen?
What makes this problem better or worse?
Most of the time when I start it in the morning it does not happen.
