This can be confirmed by opening bleeder screw to see if fluid squirts out - then wheel rolls freely. Possible vacuum brake booster not returning to full release position. Disconnecting vacuum supply hose from booster to see if wheels free up is viable test. DO NOT DRIVE VEHICLE WITH VACUUM HOSE DISCONNECTED ! ‘Slight’ possibility, I suppose, is both rubber flex hoses are collapsed inside OR pistons in both calipers are sticking. Of course the only way to determine is via *hands-on* testing. Good luck!
