turn signals don't work all bulbs are good fuse is good

They sell manuals for vehicles at a good book store. Get your hands on a manual and it will show you a lot of information. Not sure if there is one in Potwin Ks.

I own a 97 S10 and the flashers are behind the front panel next to the ashtray you just pop the panel off and there should be 2 flashers 1 is for the signal lights and the other is for the hazards,if it doesnt pop off easily check to see if there are 2 screws holding it at the bottom of the panel
