Checked fuses, swapped relays. Fan still spins when I spin it with my finger. No issues with the temp gauge. Turned on a/c but neither fan turns on.

Hello, do they turn on with the AC turned on? Have you checked for power at the fans? Have you checked the reading of the engine coolant temperature sensor? These are places to start; but a full on diagnostic test should be performed.
When I turn on the a/c neither fan comes on. I haven't done a test on the sensor or the fans yet. But the temp gauge operates normally. Wouldn't that indicate that it's something else?
The fans still don't come on. The a/c blows hot at idle. It blows cold when I'm driving at speed.
Ok - this is going to require a professional scan test to determine what has failed - scanner can perform functional test (forced operation) of cooling fans to insure all circuits are intact - plus will display related live sensor data to aid diagnosis. Otherwise it’s a guessing game. Engine overheating ‘WILL’ occur > ~ *extended idle in park* ~ vehicle not in motion. Good luck with it!
