When rolling down the driver window with the air conditioning on they both cut out at the same time. Why?

The problem is not all the time. Sometimes it works, sometimes it doesn't. Also not fuses or resistors are blown. Was told it might be the fuse box on the passenger side.

What makes this problem better or worse?
