Raw gas is entering the EVAP system which is flooding the engine upon re-start after re-fueling .. This is commonly a EVAP vent valve / solenoid - OR - canister purge valve / solenoid. This can be more pronounced by *topping off* fuel tank when refueling - which is not recommended! Best action is a professional scan test to determine the exact failure.
Until repairs can be completed - HOLDING accelerator pedal to floor while cranking engine should help.
