Key stuck in ignition wont start no power

Dash lights and clock, fan motor, coming on with no key in the ignition, battery too low to start. I replaced the battery and it started up...I shut it off, took the key out...then when I tried to start it again it the key turned but no power wont start. Now cant het the key put of ignition. Steering not locked but gear shift is

Just recently, although it's been hard to put in gear if parked on incline and fan motor comes on by itself making a loud clicking noise
