My horn isn't working. Where do I look next?

What is your question?

When you press the steering wheel the horn doesn't blow. The fuse for the horn has been checked and it is good. There isn't a relay for the horn to be replaced. But when someone presses on the steering wheel for the horn to blow you can hear a clicking noise out at the fuse box under the hood. What should I check next?
