It's the blower that will only work on the high position, cause even with the blower not running in the lower positions you can still feel heat or air coming out of the vents.
What makes this problem better or worse?
Always the same hot or cold

You need to replace the "blower motor resistor" pack. The blower motor has 12v constantly from the HVAC relay. The high position bypasses the resistor pack and give the blower straight ground from the switch. The other 3 positions (Low, M1 and M2) give the blower ground through the resistor pack, thus slowing the motor down from full speed.

A 21 dollar part, (rockauto) and 20 mins of my time and it was a done deal compared to the dealer wanting 160 bucks.
