why dash lights on air conditioner will not go off when air conditioner is not on

is the air 'blowing' ONLY while the vehicle is moving? IF YES, it sounds like you may have it switched to 'fresh air' mode. as opposed to 'recirculate'. The owners manual specific to your vehicle would explain that best. IF that is the case. then yes. it is normal.
