What is your question?
I have 10 year old fuel in the tanks. I want to drain the tanks. Disconnect fuel line at the fire wall. I jump the fuel pump relay, turned the key on and nothing. there is power at the relay and it clicks when the key is turned on. Remove lead at both fuel tanks and there is no power there. Is it possible the fuel cutoff switch has tripped. Any help will be deeply appreciated. Thank you
What makes this problem better or worse?

There is no cutoff switch - the control module terminates fuel pump power after the initial 3 second prime when key it cycled on.. That said - there will be no battery power to fuel pump after 3 seconds. However there should be voltage supplied to the fuel level sender. Re-check your work. May need to seek out *hands-on* assistance from qualified personnel - it actually requires two people for accurate testing anyway.
