Dead battery replaced with new one. Still won't crank over. What am I missing?

Do you have a VOLT/OHMMETER? First thing to do is VERIFY (NOT assume or guess!!!) that you have GOOD voltage to starter-PRIMARY AND secondary-solenoid , while someone else turns key to crank. Is the car manual trans or auto? Do you have a basic understanding of a starter CIRCUIT?
