I'm thinking the pully is sticking which cause the starter to drag and is making a lot of noise

What makes this problem better or worse?

it makes a lot of noise when you start the car. I'm also thinking that the pully is freezing on and that is why that starter is draging.

Good way to test is to remove the drive belt then check cranking speed .. Also can 'temporarily' run engine with belt removed to see if noise is gone. You'll have to find a shorter belt to by-pass the compressor - IF that is indeed necessary.
