It is called the blower motor resistor.

Hello, Turn the engine off, and the key in the RUN position. Now change the dial from full hot to full cold, and see if you hear anything happening under the passenger side of the dashboard. I'm guessing you will not hear anything, and that there is a bad blend door or blend door actuator causing the air to constantly flow through both the evaporator and the heater core.
