Both 30 amp fuses are good. Both fan relays are good. The temperature sensor indicates temperature from cold start on up. The fan will operate when the ac is turned on and will continue to operate if the ac is subsequently turned off. The fan does not come on by itself with rising coolant temperature (as high as 220 F) without turning on the ac. When the fan is in operation ( ac on or ac on and turned off ) temperature indication goes down to approximately 185 F.
What makes this problem better or worse?

NORMAL OPERATION ! Observe temperature gauge - when it indicates overheating - then there’s a problem..
Ethylene Glycol (antifreeze) has a much higher bowling point than water.
What is normal operation? When should the fan come on? Seen it as high as 223 F, no fan operation. Idiot light for high temp has not come on.
There is nothing wrong with the fan operation - it is perfectly normal. Happy motoring!
I appreciate your response. Do you have any setpoints for my previous questions. Temperature that fan should come on and what temperature would be overheating?
Shouldn’t go over 230° before fans turn on - a/c off.
