How to remove plastic covering around steering column

What is your question?

I cant remove the plastic hinged part around the steering column..i cant serm to figure out how yo detach it. Also steering tilt lever how do i get that off. If at all possible i really could use a step by step very specific instructions on the changing the ignition switch. Each and every step on exactly how to change it. From start to finish would be amazing.
