Screeching sound under the hood when starting and slowing to a stop

I hear a loud screeching sound when first starting the vehicle and it sometimes recurs when slowing down to a stop. It appears to slow down the speed that I can move off from a standing start when it is happeneing as opposed to when it is quiet.
