What would a whinning noise coming from the back passenger side be?

I have a 1996 Chevy Cavalier. It is making a whining noise in the back passenger side and also its fuel gauge and speedometer sometimes jolts up and down periodically while driving.

What makes this problem better or worse?

Nothing is making it worse or better. It just starts whinning after car is on for about 10-15 minutes. The whine is sometimes loader than other times but that is it.
