both left and right turn signals will not blink. all bulbs in dash, front and rear light up. Where is the flasher?

SIGNAL flasher is located on the 'right' (passenger) side of steering column, on up under the dash a ways and is a pain to find. I guess it's supposed one of those things they wanted people to return to the dealer for replacement! .. You may have to pull the lower trim panel if you can't get under the dash to see it...
